Cost & Investment Assurance
Independent cost intelligence for owners, developers, investors and owners’ engineers.
Protecon provides decision-quality cost intelligence before capital is committed and as project definition matures. Our independent analysis helps stakeholders determine what the project should cost, why it should cost that amount, where uncertainty exists, and whether the investment remains affordable under realistic scenarios.
Lifecycle Estimating, Assurance & Economics
Traceable cost architecture calibrated to project stage gates and required investment confidence.
Early Cost Modelling & Opportunity Screening
Protecon supports clients at the earliest stages of project development through AACE-aligned Class 5 and Class 4 cost modelling combining parametric and capacity-based estimating, equipment and facility factors, preliminary CAPEX and OPEX assessment, cost benchmarking, and regional market intelligence. Our approach establishes credible cost ranges, identifies key cost drivers, uncertainties and sensitivities, and enables rapid comparison of alternative capacities, technologies, configurations and development concepts. By providing independent, decision-focused early cost intelligence, Protecon helps clients screen opportunities, challenge assumptions, assess preliminary investment attractiveness, and determine whether a project warrants further engineering, funding or strategic advancement.
FEED Estimating & FID Readiness
Protecon develops rigorous AACE Class 3 estimates using available FEED-level inputs, including equipment datasheets, preliminary material take-offs, bulk quantities, construction resource plans, vendor and subcontractor quotations, logistics requirements, location and productivity factors, escalation, foreign-exchange exposure and contracting strategy. Our process includes quotation normalisation, market validation, risk and contingency assessment, and preparation of a structured Basis of Estimate (BOE) defining scope, methodology, assumptions, exclusions, pricing basis, allowances and key risks. The result is a transparent, traceable and defensible investment-cost basis that supports project assurance, funding approval and confident progression toward Final Investment Decision (FID).
Independent Estimate Assurance & Challenge
Protecon provides an independent challenge function to test the completeness, robustness and market credibility of project estimates. Our reviews examine scope definition, estimating methodology, quantity development, unit rates, labour and equipment productivity, vendor and subcontractor quotations, interface allowances, logistics, escalation assumptions, risk allowances, contingency methodology and management reserve. Reviews are supported by Protecon’s proprietary cost intelligence, supplier and vendor inputs, Middle East market benchmarks, recognised industry databases and comparable historical project data, enabling us to identify gaps, challenge optimistic or conservative assumptions, and provide an evidence-based view of whether the estimate is sufficiently robust for the decision it is intended to support.
Value Optimisation & Whole-Life Economics
Protecon evaluates alternative asset configurations, capacities, technologies, equipment selections, modularisation strategies, brownfield solutions and execution approaches to identify options that maximise whole-life value rather than simply minimise initial CAPEX. Our assessments integrate capital cost, operating cost, schedule, reliability, availability, constructability, execution risk and, where relevant, carbon and sustainability considerations. This is supported by investment-economics and risk modelling including cash-flow profiling, NPV, IRR, payback, scenario and sensitivity analysis, Monte Carlo simulation, P10/P50/P90 probabilistic outcomes, tornado charts and decision-tree analysis, providing decision-makers with a clear understanding of value drivers, trade-offs and downside exposure before capital is committed.
